Positions for the 2026 election

Ra'am

Ra'am is presented here as a separate party. It announced that it was willing to run only in a technical joint list in which each party retains its independence, without a shared platform or coalition partnership. No final agreement among the four parties had been found as of 16 July 2026, and as of 31 July 2026 Ra'am's positions were still assessed separately from Hadash–Ta'al–Balad.

Democracy and governance

A state commission of inquiry into the events of October 7 should be established under the Commissions of Inquiry Law, with its members appointed by the President of the Supreme Court.

AgreeStrong evidence

Mansour Abbas voted in June 2026 for three bills to establish a state commission of inquiry, and Iman Khatib-Yassin voted in committee in January to establish one. These are recent actions by the party chair and another representative.

The scope of the Supreme Court's judicial review of government and Knesset decisions should be reduced.

DisagreeStrong evidence

Mansour Abbas described an independent and powerful judiciary as a necessary check on the government and the Knesset and as a central safeguard for the Arab minority. This directly opposes the thesis.

Dedicated coalition funds that are not allocated according to equitable criteria should be abolished and transferred to regular ministry budgets, even if doing so would affect existing coalition agreements.

No clear public position found

The sources reviewed contained no party document, quotation, or Knesset action that fully resolves the mechanism in the thesis: cancelling unequal allocations and transferring them to the regular budget, even at the cost of undermining an existing agreement. General criticism of the budget is insufficient.

Security, diplomacy and the conflict

Israel should promote a regional-international framework for the civil administration and reconstruction of the Gaza Strip after the war, provided that Hamas does not control it.

AgreeStrong evidence

Mansour Abbas proposed that Arab states assume responsibility within Gaza, alongside a civilian government and an international umbrella. All three components correspond precisely to the thesis.

Even after a civil administration is established in the Gaza Strip, Israel should retain long-term security control of Gaza's borders and freedom of military action within it.

DisagreeStrong evidence

Mansour Abbas proposed that Arab states assume security responsibility within Gaza alongside a civilian government and an international umbrella. This is an explicit alternative to lasting Israeli freedom of action and control within the Strip.

Israel should promote a regional diplomatic initiative that also includes a pathway to a Palestinian state.

AgreeStrong evidence

Mansour Abbas explicitly supports a Palestinian state alongside Israel in peace and security, while also proposing a regional partnership in Gaza. This directly supports both parts of the thesis.

Israeli sovereignty should be applied to Area C in Judea and Samaria (the West Bank).

DisagreeStrong evidence

Ra'am's documented diplomatic position supports ending the occupation and establishing a Palestinian state. Permanent Israeli sovereignty over all of Area C contradicts both objectives.

Women should be integrated more broadly into all combat and command roles in the Israel Defense Forces (IDF), subject to uniform professional criteria.

No clear public position found

No reliable party source, parliamentary record, or leadership interview was found that establishes Ra'am's position on opening all combat and command roles to women according to professional criteria.

Israeli civilian settlement in the Gaza Strip should be renewed.

DisagreePartial evidence

Ra'am supports ending the occupation and establishing a Palestinian state and opposes Israeli settlement in the Palestinian territories. Renewed settlement in Gaza conflicts with that position, but no recent party quotation on the issue itself was found.

The death penalty should be imposed on anyone convicted of murder committed as part of an act of terrorism.

DisagreeStrong evidence

Ra'am MKs voted against the law at its third reading. This is a direct and recent parliamentary-group action.

Shared service and burden

Significant personal and financial sanctions should be imposed on people legally required to enlist who fail to report without a lawful exemption, including yeshiva students.

No clear public position found

No direct party source was found that establishes Ra'am's position on imposing substantial personal and economic sanctions on people liable for service, particularly yeshiva students.

Religion, state and civic identity

Civil marriage should be available in Israel alongside religious marriage for those who choose it.

DisagreePartial evidence

Mansour Abbas opposed civil marriage on religious grounds. The source is direct but not recent.

Public transport on Shabbat should be permitted in local authorities that choose to provide it.

No clear public position found

No direct party source was found that establishes Ra'am's position on whether local authorities should be empowered to operate public transport on Shabbat.

Funding for educational institutions should be conditional on teaching a minimum core curriculum.

No clear public position found

No official Ra'am source was found that makes funding for educational institutions conditional on teaching a minimum core curriculum.

The right to equality and the prohibition of discrimination should be explicitly entrenched in a Basic Law.

AgreeStrong evidence

Ra'am MK Iman Khatib-Yassin sponsored a Basic Law proposal on equality, and Mansour Abbas called for equality to be enshrined in law. This is direct and recent evidence.

Economy, welfare and cost of living

The tax burden on high-income earners should be increased to fund expanded social services.

No clear public position found

No recent Ra'am party source was found that links raising taxes on high earners to funding expanded social services.

The basket of price-controlled food products should be expanded, even if this reduces the profitability of producers and retail chains.

AgreeStrong evidence

Ra'am's Iman Khatib-Yassin initiated a bill to subject a basket of basic healthy foods to price controls and continued to address price controls and their effect on families in poverty.

Tariffs on imported agricultural food products should be reduced, even if this harms some farmers and domestic producers.

No clear public position found

No official Ra'am source was found that establishes a position on lowering tariffs on agricultural food imports even at the cost of harming farmers.

Eligibility for daycare subsidies should not be determined solely by the mother's employment; whether the father works, studies, or serves should also be considered.

No clear public position found

Ra'am did not participate in the vote, and no other source was found that establishes a position on basing eligibility on the mother's employment rather than considering the father's status.

The VAT-exemption threshold for personal imports should be raised from $75 to $130, even if this harms local shops and businesses that compete with overseas sellers.

DisagreeStrong evidence

All five Ra'am MKs voted against approving the exemption up to $130.

Rights, enforcement and internal security

In exceptional cases and subject to judicial review, administrative detention should be permitted for Jewish citizens suspected of planning nationalist violence against Palestinians or the security forces, even when there is insufficient evidence for immediate criminal proceedings.

No clear public position found

As of 3 August 2026, no sufficiently direct, current public source was found that establishes whether Ra'am supports the precise exceptional mechanism described in the thesis. Opposition to violence or general support for enforcement is insufficient.

The Citizenship and Entry into Israel Law should be eased so that Palestinian spouses of Israeli citizens can obtain status after an individual security screening, instead of being subject to a blanket ban.

AgreeStrong evidence

The entire Ra'am parliamentary group committed to voting against the restrictive Citizenship Law even at the cost of a no-confidence vote. This is a direct party decision.

Conversion therapy for minors should be prohibited by law.

DisagreePartial evidence

Mansour Abbas and three other Ra'am MKs voted against the proposed ban in 2020. No explicit change in the party's position has since been found.

In combating crime in Arab society, a multi-year government-led civilian program that strengthens local authorities should be preferred over relying mainly on the Shin Bet and emergency powers.

AgreeStrong evidence

Ra'am continues to place a multi-year civilian programme, funding for local authorities, prevention, and employment at the centre of its response to crime. In July 2026, Mansour Abbas opposed transferring half a billion shekels from the programme to the Israel Security Agency (Shin Bet) and the police and presented an alternative plan; this provides current support for prioritising civilian tools without ruling out targeted professional assistance from the Shin Bet.

Transport and infrastructure

A congestion charge should be implemented in the Gush Dan metropolitan area, with its revenue dedicated to improving public transport, even if private-car travel during peak hours becomes more expensive.

NeutralPartial evidence

During the official congestion-charge hearing, Ra'am MK Iman Khatib-Yassin said the general idea was good and that part of the revenue should be earmarked in advance for public transport, but conditioned support on remedies and exemptions for places without alternatives. The position is therefore neither opposition nor unqualified agreement with the thesis as written.
