Positions for the 2026 election

Religious Zionism

A religious-nationalist right-wing party led by Bezalel Smotrich. It combines a national-conservative outlook, an emphasis on settlement and sovereignty, the strengthening of Jewish identity in state institutions, and an economy with conservative-liberal elements. It appeals primarily to the religious-Zionist public and the ideological right.

Democracy and governance

A state commission of inquiry into the events of October 7 should be established under the Commissions of Inquiry Law, with its members appointed by the President of the Supreme Court.

DisagreeStrong evidence

Five Religious Zionism members who were present for the roll-call vote voted against the bill to establish a state commission of inquiry. This direct vote supersedes the earlier reliance on general participation in the coalition initiative.

The scope of the Supreme Court's judicial review of government and Knesset decisions should be reduced.

AgreeStrong evidence

Religious Zionism presented an official plan to reform the judicial system and, on the day the reasonableness standard was curtailed, said that it would continue to lead the changes. The combination of a party plan and enacted legislation provides direct, current grounding.

The Prime Minister should be limited to two consecutive terms in office.

DisagreeStrong evidence

In the roll-call vote on limiting a prime minister to two consecutive terms, all seven Religious Zionism members listed in the record opposed the proposal. The complete record strengthens the existing opposition coding to high confidence.

Dedicated coalition funds that are not allocated according to equitable criteria should be abolished and transferred to regular ministry budgets, even if doing so would affect existing coalition agreements.

DisagreeStrong evidence

Smotrich refused to cancel coalition funds in full and later moved allocations associated with his party into the base budget. Both actions preserve the allocations in the face of the demand to cancel them.

Security, diplomacy and the conflict

Israel should promote a regional-international framework for the civil administration and reconstruction of the Gaza Strip after the war, provided that Hamas does not control it.

DisagreePartial evidence

The official Victory Plan calls for Israeli control, annexation of an area, and the application of sovereignty, while limiting international involvement to a humanitarian compound under Israeli management. This is a different model from the one in the statement, but it does not explicitly reject every regional framework.

Even after a civil administration is established in the Gaza Strip, Israel should retain long-term security control of Gaza's borders and freedom of military action within it.

AgreeStrong evidence

The official Victory Plan calls for full IDF operational control throughout Gaza and the annexation of a security perimeter. These are the two elements in the statement, expressed in even stronger terms.

Israel should promote a regional diplomatic initiative that also includes a pathway to a Palestinian state.

DisagreeStrong evidence

On its official website, Religious Zionism presents eliminating the idea of a Palestinian state as both an achievement and an objective. This is the opposite of the diplomatic horizon in the statement.

Women should be integrated more broadly into all combat and command roles in the Israel Defense Forces (IDF), subject to uniform professional criteria.

DisagreePartial evidence

Smotrich expressed a conservative position against women’s conscription, and leading rabbis in Religious Zionism’s Torah-oriented camp called for a halt to the expanded integration of women in combat. There is no complete, current party provision on the issue.

Israeli civilian settlement in the Gaza Strip should be renewed.

AgreeStrong evidence

In July 2026, Smotrich said that the Settlement Administration was ready to establish settlement groups and communities in Gaza, and called on Netanyahu to give the green light. This is a current, explicit, and operational objective.

The death penalty should be imposed on anyone convicted of murder committed as part of an act of terrorism.

AgreeStrong evidence

The Religious Zionism parliamentary group voted for the law at third reading, on precisely the issue addressed by the statement.

Shared service and burden

Mandatory military or civilian service should apply to all population groups, with only limited exemptions.

Internal disagreementPartial evidence

Bezalel Smotrich supported advancing the exemption arrangement, while Ofir Sofer and other party members demanded broader service and opposed the arrangement. There is no uniform party line that can be scored.

Significant personal and financial sanctions should be imposed on people legally required to enlist who fail to report without a lawful exemption, including yeshiva students.

Internal disagreementStrong evidence

Michal Waldiger supported enlistment targets and sanctions, whereas Orit Strock said that value-based disputes are not resolved through sanctions and arrests; Smotrich also supported suspending arrests as part of a compromise. Waldiger and Strock remained on the 2026 slate, so the disagreement over personal and economic sanctions is genuine and current.

Religion, state and civic identity

Civil marriage should be available in Israel alongside religious marriage for those who choose it.

DisagreePartial evidence

Religious Zionism and its representatives directly opposed civil marriage. The source is relatively old, and the current platform does not explicitly restate the position.

Rabbinical and Sharia courts should be permitted to serve as arbitrators in civil disputes when all parties freely consent.

AgreeStrong evidence

All six Religious Zionism members voted for the law, and Simcha Rothman led the committee proceedings on it in the Constitution, Law and Justice Committee.

Public transport on Shabbat should be permitted in local authorities that choose to provide it.

DisagreePartial evidence

Religious Zionism opposed public transport on Shabbat as part of preserving Shabbat in the public sphere. The source is old.

Funding for educational institutions should be conditional on teaching a minimum core curriculum.

No clear public position found

There is general support for core curriculum studies and integration, but no party source was found that resolves whether funding should be conditional as proposed in the statement.

The right to equality and the prohibition of discrimination should be explicitly entrenched in a Basic Law.

No clear public position found

No explicit, current party source was found on a general Basic Law establishing equality and prohibiting discrimination. Positions on individual rights or the Nation-State Law do not answer this question.

An Arab party that accepts the government's basic policy guidelines should be permitted to join the coalition.

DisagreeStrong evidence

Religious Zionism rejects forming a government with Ra'am or relying on Arab parties even when threshold conditions and governing principles are specified.

Economy, welfare and cost of living

The tax burden on high-income earners should be increased to fund expanded social services.

No clear public position found

The old economic platform and the 2026 budget emphasize tax cuts, growth, and reduced regulation, but they do not rule out a targeted tax on high earners to expand social services. A general tax orientation does not answer the precise mechanism in the statement, so the position is excluded from the calculation.

The basket of price-controlled food products should be expanded, even if this reduces the profitability of producers and retail chains.

DisagreePartial evidence

In 2026, the Finance Ministry under Smotrich was reported to oppose expanding the basket of price-controlled products as a matter of principle, including in response to Barkat’s request concerning matzah. This is the ministry’s position, not a statement by the party itself.

Tariffs on imported agricultural food products should be reduced, even if this harms some farmers and domestic producers.

NeutralPartial evidence

Smotrich’s policy combines opening imports and reducing barriers with direct support for and strengthening of domestic agriculture. It neither accepts nor categorically rules out harm to farmers and therefore remains neutral.

Eligibility for daycare subsidies should not be determined solely by the mother's employment; whether the father works, studies, or serves should also be considered.

DisagreeStrong evidence

Most of the Religious Zionism parliamentary group and Smotrich supported an employment-or-study test based on the mother alone, subject to priority for reservists. The only two opponents, Ofir Sofer and Moshe Solomon, left and are not on the 2026 slate. The current electoral profile therefore opposes the statement with high confidence, without erasing the historical disagreement.

The VAT-exemption threshold for personal imports should be raised from $75 to $130, even if this harms local shops and businesses that compete with overseas sellers.

AgreeStrong evidence

The order was advanced by Finance Minister Smotrich, and all seven participating Religious Zionism members voted for it.

Rights, enforcement and internal security

In exceptional cases and subject to judicial review, administrative detention should be permitted for Jewish citizens suspected of planning nationalist violence against Palestinians or the security forces, even when there is insufficient evidence for immediate criminal proceedings.

DisagreeStrong evidence

Bezalel Smotrich and Zvi Sukkot welcomed the end of administrative detention against Jews, arguing that such detention was draconian or intended for fighting the enemy.

The Citizenship and Entry into Israel Law should be eased so that Palestinian spouses of Israeli citizens can obtain status after an individual security screening, instead of being subject to a blanket ban.

DisagreeStrong evidence

Religious Zionism advanced a stricter version and supported the temporary provision, reflecting opposition to expanding status for Palestinian spouses.

Conversion therapy for minors should be prohibited by law.

DisagreePartial evidence

Bezalel Smotrich is named among those who opposed the 2020 bill to ban conversion therapy. A current ban proposal was defeated in January 2026, but without a complete roll-call record; the opposition coding therefore remains at medium confidence on the basis of the precise but old vote, not coalition membership.

In combating crime in Arab society, a multi-year government-led civilian program that strengthens local authorities should be preferred over relying mainly on the Shin Bet and emergency powers.

No clear public position found

No precise Religious Zionism party line was found that resolves the choice between a multi-year civilian programme and the Shin Bet and emergency measures.

Transport and infrastructure

A congestion charge should be implemented in the Gush Dan metropolitan area, with its revenue dedicated to improving public transport, even if private-car travel during peak hours becomes more expensive.

AgreePartial evidence

In 2026, the Finance Ministry under Smotrich continues the tender and implementation process and regards the charge as a source of funding for public transport and the metro. The position is attributed to the party through his ministerial role, not through a party document.
